The same eight universities Campus tracks for this heading: MIT, Stanford, Fudan University, University of Sydney, Rice University, Waseda University, Nanyang Technological University (Singapore), University of Auckland.

None of the eight has a binding, university-wide AGI statute. What exists is institutes, hosted national centres, and (in two cases) formal submissions to governments. None of the eight universities as institutions signed the 2023 Future of Life Institute pause letter or the Center for AI Safety statement on AI risk.

China

Fudan University

No numbered AGI code of conduct, but Fudan is the only one of the eight whose presidential-led centre and 2025–26 think-tank series treat AGI / superintelligence as a present governance object. Center for Global AI Innovative Governance (CGAIG) inaugurated 26 July 2025; President Jin Li is director. Superintelligence reports in April 2025, April 2026, and July 2026.

The Institute of General Physical Intelligence (May 2026) states that physical intelligence is the key path toward AGI. Accession to the UN Global AI Capacity Development Network (July 2026) is a capacity network.

United States

MIT

No Institute-wide AGI or existential-risk policy. What exists is college- and lab-level. Schwarzman College of Computing’s still-posted US AI governance framework (released with MIT News coverage 11 December 2023): extend existing sectoral regulators, define purpose of tools, audit standards.

CSAIL’s 2025 response to the US AI Action Plan RFI names “Artificial Super Intelligence” as a US research goal, in a capability-research sense (deep reasoning, real-world understanding, physical AI). That RFI is a lab instrument. MIT FutureTech’s AI Risk Repository catalogues frameworks.

United States

Stanford University

No university AGI policy found. HAI’s public line is human-centered AI. HAI people co-led The California Report on Frontier AI Policy (17 June 2025). The PDF states that the effort does not represent the positions of the contributors’ institutions.

Stanford Existential Risks Initiative and Stanford AI Alignment are research and student communities.

Australia

University of Sydney

No AGI or superintelligence policy. The university-as-institution instrument is the 4 October 2024 Office of General Counsel submission to DISR on mandatory guardrails for AI in high-risk settings: supports a dedicated AI Act; rejects classifying all general-purpose AI as high-risk.

Centre for AI, Trust and Governance launched 25 February 2025, on trust and law. Sydney hosted Australia’s AI Safety Forum in 2024 and 2026. This is the only university-as-institution frontier/GPAI submission in the Australian pair on this scan.

Singapore

Nanyang Technological University

No NTU AGI policy text found. NTU hosts Singapore’s AI Safety Institute: the Digital Trust Centre at NTU was designated on 22 May 2024 (testing, evaluation, safe model design). That is frontier-model evaluation hosted at NTU.

President Ho Teck Hua was founding Executive Chairman of AI Singapore until 30 June 2026; the chair then moved. Singapore’s National AI Strategy and model governance frameworks are government instruments.

United States

Rice University

No AGI policy found. Closest official act: inaugural membership in the US AI Safety Institute Consortium (NIST / Department of Commerce), announced 19 February 2024, via the Ken Kennedy Institute. That is safety-standards work.

The Momentous plan’s “Responsible AI” language is strategy. Rice AI Alignment is a student group; Moshe Vardi’s letter signatures are personal.

Waseda University

None found. No university AGI, superintelligence, or existential-risk policy located on waseda.jp. Faculty robotics (Ogata; national Moonshot Goal 3; AIRoA) is national R&D. President Tanaka: no 2024–2026 presidential rewrite on AGI found.

New Zealand

University of Auckland

None found as Vice-Chancellor or Senate policy. The Strong AI Lab (Michael Witbrock) is a CS research group whose long-term goal is more general / “strong” AI. A December 2024 university-magazine interview is faculty commentary.
